As far as moving the sql database goes you would want to use Microsoft steps for moving the database from one server to another.

How to move databases between computers that are running SQL Server

    https://support.microsoft.com/en-us/kb/314546

    Use the Copy Database Wizard

    https://msdn.microsoft.com/en-us/library/ms188664.aspx

Click the "Mark as solution" link at bottom left on the post that best answers your question. This benefits admins looking for a solution to the same problem.

We've move the database and connected to the new.. it made would not talk thru the original port.   All my settings are there but the clients no longer have the green dot on the icon.  Is there something else I need to do?

Have you tried replacing sylink to see if it gets the client to connect?

    See here:

Clients do not connect after restoring the Symantec Endpoint Protection Manager (SEPM) database to a new server

For some reason the new database seems to have crashed.  It worked for a moment and I was able to sign on but the next time I got a failure.  Had to revert back to the old database.  Guess i'll be making a call to tech support.  thanks for your help
