It will indeed scan a computer that does not have SEP installed. Here's an article on what the SERT tool is intended for and what it scans:

Also: the Symantec Power Eraser built into the SymHelp tool may be a quicker solution than building a SERT tool with the latest definitions. It is worth a try, first.
