Is Windows Server 2012 and SQL 2012 supported for SMP 7.1 SP2?

Windows Server 2012 is not supported for 7.1. The SIM actually wont even let you install ITMS on it. 

7.5 will support SQL 2012 for the database but still requires that you install the SMP on 2008R2.
