    Event Viewer keeps reporting "Timeout waiting for a transaction response from the Symantec Antivirus Service". What is the Symantec Antivirus Service and how can I restart it?

    Which JRE version is installed. Just install JRE 1.5 it will fix it

    Symantec Antivirus service is the primary service responsible for keeping the SAV / SEP client started.

    Chances are that there might be a service dependance failure, and / or corrupted install the the SAV / SEP client.

    You could try to find out which dependancy group services are stopped / disabled, or try to reinstall the SAV / SEP client and see if this fixes the issue.
