Server Shut down feature is not working in Veritas 5.1 windows

hi ,

We have installed Veritas 5.1 and Configured GCO in 2 cluster across subnet. when we shutdown one cluster (primary) other secondary cluster resources is not coming up.

But in the heartbeat status ICMP dead is coming please refer the screen shots. Cluster LMS_DR1 is not coming up..

Can any one please help on this to solve this issue.

Global Clusters are not by default configured for automatic failover.

Extract from Cluster Admin Guide:

If there is only one path between the two clusters, you must prevent split-brain by confirming manually via telephone or
some messaging system with administrators at the remote site if a failure has occurred. By default, VCS global clusters fail over an application across cluster boundaries with administrator confirmation.

Best to configure alerts/notification rather than setting ClusterFailOverPolicy to Auto. (The default is Manual.)
