Service Categories Order Problems

I'm having problems with the order of the Service Categories in the Winuser page. I've already updated the order in the Admin page, restarted IIS, cleared browser cache, etc. but still it shows the old order. Any ideas?

I am currently having the exact same problem. We are on Helpdesk 6.0 SP5 and are unable to modify our service categories in anyway. I've tried turning them off, rearranging them, adding new ones, changing descriptions but the winuser console continues to show the categories as they were when we first implemented the solution.
