Service Desk 7.1 Tab Order - cannot change group order, example enclosed

I am trying to change the tab order in a form which I have made a few alterations to.  I go into the properties for each form item and changed the tab order number and it should have worked.  When testing I noted the tab order was even worse.  I clicked the icon for tab order in form edit mode to discover the enclosed screenshot.  Each item seems to have some type of tab grouping I cannot find a way to edit. 

You will see a group of tabs ordered as 18.0, 18.1, 18.5, etc.  Another group ordered 2.1, 2.2, 2.3, etc.  Some have two ordering numbers, some do not, etc.  When in properties all I see the if final number after the 18. or after the 2., I cannot find the preceeding string anywhere to edit it.  If I click on the blue numbers it only reorders after the 18. or after the 2. and does not reorder the preceeding number causing more tabulation issues with the order I want it to follow.

It's a silly little thing to get stuck on but this interface within the tab order view doesn't offer a whole lot of options (which I can find).  Before anyone asks, of course I right clicked.  No, no options for anything there.

ANY help would be greatly appreciated.  I'm sure it's something small I'm just missing.

Another way of settings the TAB order is to edit the actual component (text label, fields etc).

Under functionality you manually set the TAB order. See attached screenshot.
