    I get this message when clicking on Submit Indicent(advanced)

    Could not load file or assembly 'C:\Program Files\Symantec\Workflow\WorkflowDeploy\Release\SD.Feeder.TechnicianIncidentForms\bin\Project.dll' or one of its dependencies. Access is denied

    Just shooting in the dar here, how do your permissions look? Both with the OS and IIS? Looks like the Service Account running the workflow server and most others should have read permission to that file.

    Rebuilt server and started over.

    Yes that worked! Good thing its just my test server

    It would have been interesting to review your install.log file.  My guss is there was a error logged somewhere in there outlining a missing file or permission set.
