We are currently running a 7.1 SP2 MP1 and are in planning to build 7.5 is there an issue in swaping smps when the new server goes live?

I haven't seen any issues with it.  I changed from one NS to another at one point after I installed 7.1 SP2 MP1 myself.  Granted, I was going from one 7.1 install to another (we had Asset and CMS separate, but then consolidated), but all you need to do is define the SMP from your SD install and set it as the primary.  I believe you would also need to restart the server extensions and IIS to make it fully transfer to the new one, but it was a pretty trivial process if I remember correctly.

SMP credentials should be able to be changed at any time after an install by opening up Workflow Explorer and modifying the defauly SMP connection on the Credentaisl tab. restarting IIS and WF extensions after you do this wouldn't be a bad idea.
