Does the problem still persists if you manually started Symantec from the Start menu?
Open the MS Services and look for the following:
- Symantec Endpoint Protection
- Symantec Management Client
Both should be started among other Symantec components. Except for the Symantec Network Access Control.
If the repair fails. Try getting a new install package, run that and chose either to repair or uninstall and then install the new package.
This may also happen when Windows MSI is not registered correctly with the Windows OS.
Re-registering the Microsoft Installer (MSI) with the OS resolved the problem. Once the service is registered correctly, the sylink.xml is processed correctly.
