Settings for iOS VPN payload are not saved

I'm running SMM 7.1 SP2 MP1.1 and want to setup a Cisco-AnyConnect VPN payload for iOS devices, authentication should be done by a SCEP issued certificate.

In Configuration Editor I create the payload, as authentication certificate I choose the SCEP payload and check "VPN On Demand".

When I save the settings, navigate to another payload and back to the VPN payload, the drop-down box appears empty also "VPN On Demand" is unchecked. VPN and SCEP payload are distributed in same policy to iOS devices, installation fails with following error:

Desc   : VPN-Dienst *** konnte nicht installiert werden.
US Desc: The VPN service *** could not be installed.
Domain : MCVPNErrorDomain
Code   : 15003
Type   : MCFatalError

Same problem in case I select a certificate instead of SCEP.

What steps must also be taken to accomplish this task?

In my environment, I have no problem configuring a test payload for Cisco AnyConnect.  The settings all save as you've entered them (using test values of course).  The first issue is that you need to get to the point where you can save this profile.  If you configure this using a browser in English, does it save?

I'm afraid not, same issue occurs using an administrative workstation in English. Also, the "html"-parts of the console are displayed in English, but "silverlight"-parts are still in German.

You might try a repair of the solution through SIM, or create a quick test box with the same conditions (OS version, language settings) to see if it happens in test.  If it is replicated in test, you can report to Symantec.
