If you look at doc https://sort.symantec.com/public/documents/sf/5.1SP1/windows/pdf/VCS_BundledAgents_51SP1.pdf it says:

Agent functions (Entry Points)
■ monitor—Verifies the IP addresses are bound to the virtual computer name.
If DNSUpdateRequired and DNSRefreshInterval is enabled and the resource
is ONLINE, then the Lanman agent refreshes the DNS records every 24 hours.
The agent queries the name servers for DNS records. It reports back ONLINE
if the response from all the name servers contains the Host (A), PTR, and
CNAME records. If no servers return the appropriate records, the monitor
reports the resource as OFFLINE.

So if you do't need DNS refreshing, then set DNSUpdateRequired to 0.  If you do need DNS refreshing, then it is the VCSHelper service that updates DNS, so look at what user this service is started under and check it has the right privileges to update DNS (and check DNS server for errors updating DNS).  There are other DNS attributes for the Lanman agent so if you still have problems then check doc in link above for the various other DNS settings.
