What does the "Is Managed" with code "0" or "1" in a computer name.
Does it mean that the altiris agent is or is not installed?

yes
when a computer has the altiris agent installed in it it flips that table from 0 to 1. The "Is Managed" then can be used in various reports and policies.
One example is a filter (or collection if you are still on version 6) "All Windows XP Computers without the Altiris Agent" would be selecting computers that aren't managed.
