Slow backups of 4TB

Hello,
I am having some issues backing up a file server. It is a Windows Server 2003 Storage Server R2 SP2 64bit. I am running DFSR on it to mirror data to another identical server at another location. It is on a Gigabit network with dual teamed NIC's and TOE capability. Server has 2 RAID 5 Array's with 15 10k drives per array and 10% or less fragmentation.
The backup server is Windows Server 2003 Standard Edition SP2. It is on a Gigabit network with dual teamed NIC's. Server has 2 RAID 5 Array's with 15 10k drives per array and 15% or less fragmentation.
The backup is set to exclude all DFSR staging folders and does not use compression.
I have tried backing up with DFSR disabled with TOE disabled with a Single NIC with teamed NIC's and still the speed does not improve.
Does anyone have any suggestions on what could be wrong?
