Due to the variables involved, I would recomending calling support for this.
You would need to indicate where the SNAC components are on your network - your forum post does not include what SNAC products you are using and what type of environment you have configured.
Are the phones and SNAC agents daisy-chained? Do your phones connect ok when connected directly to the switch? I don't think the phones should be trying to use a policy as they do not have a SNAC agent installed on them. Usually, MAC Authentication By-pass (MAB) is used for approving devices without an agent.
If your phone and computers are daisy-chained to share the same switch port *and* you are trying to have each device connect to a different VLAN, you'll have to check the switch's product manual and IOS version to ensure it is capable of "Dynamic VLAN switching".
