This issue has been solved. See solution.

E.g two policy one with ALL_LOCAL_DRIVES directive and one with e.g F:\ - That will result in one of the snaps to be dissolve

Which snapshot will be dissolved first?

does it make any difference on dissolvement

Are two of policy initiated in short span or together?

If together then i believe you should rething on changing schedules

NetBackup would remove snapshot post backups are sucessfully completed. You would get event logged for this.
