Software Management Solution error

This issue has been solved. See solution.
When attempting to send a software delivery task to a client system, we get this error:

This task is not assigned to licensed computers or targets with licensed computers. The computers that you target must have the Software Management Solution Agent plug-in and you must have sufficient licenses for Software Management Solution.

we have enough licenses, and the agent is installed on the client.
Has anyone else seen this error? Any thoughts on troubleshooting this?

Correct agent version
Is the correct agent version installed on the clients?
That is important. Sometimes it will not recognise the agent version and then gives an error out of licenses.

Send Basic inventory...
Make sure you are sending the basic inventory of the client to NS after installing the software management agent.
Unless the server gets the inventory from the client, it will not recognize it as a licensed computer.
The default schedule for sending basic inventory runs everyday. You can change this setting as per your need.

No. Apparently deploying
No. Apparently deploying clients before you install your permanent licenses is a bad idea.
And you have to uninstall all deployed clients after installing you permanent licenses, and then redeploy
Getting this same error
I've upgraded to latest version of NS7 on the server and pushed the upgrade to the clients. I still get this error. I know that I have enough licenses. Any ideas?
