where is it possible to enable or disable "insight lookups"?
1. Yes, it's part of Insight and it tracks URLs. It works in tandem with Insight.
2. In the AV policy under Download Protection on the Download Insight tab, just check/uncheck for what you need.

Here you can disable Insight for all SEP components using it (Download Insight, SONAR, scans etc.):
Clients > [Group] > Policies > External Communication Settings > Allow Insight Lookups for threat detection
