Unfortunately, that information is encrypted in the Enterprise Vault database as a binary format. You could to use PermissionsBrowser.exe to read the permissions. Also, this forum might help you on this issue:

If you looking to find out permssion on particular vault (archive) then permission browser (c:\program file\enterprisevault\permissionbrowser.exe) is best tool to know that information.

Permission information remain in column AutoSecurityDesc (automatic permission) & ManualSecurityDesc (Manual permission) of table Root for Archives & ArchivefolderView for folders in EV directory database, the information in encrypted format, so making SQL query would not help.

The above tech note showing for 'public folder' archives, just to inform it is applicable for other type of archives as well. Same information also present in TN

Unfortunately, we don't have much option see archive permission via scipt files, This is the question being asked by many people, I would suggest you to put Enhancement Idea so this functionality can be added in future version of EV.
