My patch policy is set to allow the user to start the patch cycle. However, the link is in the agent but I can't click on it to start the cycle. What gives?

Have those pesky developers been fooling around again?! My link is hot when an update is listed in the SW Updates tab on the client interface. 7.0 SP4 Patch Mgmt solution.
Maybe you can give the users a shortcut to the AeXPatchUtil.exe and force it that way.
may you check whether you have maintenance window configured - if you're out of windows and don't have "override" option turned on - you would not be able to initiate the update cycle.
