Startup Scan?

Is there a statup scan that is enabled in SEP 11? 

I've had a few techs telling my going from SAV 10.1 to SEP 11 it's take a while to startup.

Our client is managed however there shouldn't be lag time like we are experiencing.

I don't remember if it's enabled by default, but yes there is one. It's located in the Antivirus and Antispyware policy, Administrator-defined Scans, Advanced, Startup and Triggered Scans.
