Strip attachment Policy not working for Calendar items in Outlook.

This issue has been solved. See solution.

The issue stems from a policy which states strip attachments to non shortcut items.
The policy is suppose to send calendar items over 30 days to Vault and to remove content from exchange thus reducing space. Shabir Has 45 users each using approximately a 1GB in storage for 45 GB used Data. The customer would like to know if there is a way to apply this policy for retroactive items or does this Policy only apply to new items going forward. The Current Enviroment is he is Running EV 9.0.3 with windows 2003 R2
 The archive policy to strip calendar content so that no attachments are shown is arching to vault however it is also leaving it in exchange cause size to grow.

OK so the items that have already been archived by EV won't be able to go back and change it.
just as a matter of interest, are those items listed in Archive Explorer with those attachments?
If they're not, maybe there is something about them causing them not to be archived correctly, such as a recurring appointment?

It would always be possible to write a script to look to see if the calendar item was archived .. and if it was remove any attachments.
