It would be fairly easy to create a Rule to stop the monitor service when another process starts. However, restarting Monitor without monitor being on would be the challenge. Try creating an agentless Monitor policy to see if the desired process was stopped then use the Symantec Mangement agent tasks to run a script to restart the Monitor agent.
