This issue has been solved. See solution.

Yesterday I attempted to start a home group on my laptop/ PC (win7 and win8 respectively).  On my laptop I have Symantec Endpoint protection and I couldnt connect to the home group.  I went to some MS forums to figure it out and follow details on how to set it and it involved me tweaking some files that I cannot remember.  I later found out that the version I have (SEP 11) does not support IPv6, which is the problem.  Now I am getting popups with the distracting sound every 3 minutes.  Can anyone tell me how to fix this without killing my laptop?  Thanks!

Does it work if you disable the NTP component?

Can you please tell me how to try that?

Open the GUI and under the Network Threat Protection click Options >> Disable all network threat protection features.

Check the result.

This isn't a fix (or recommended) but just a workaround, I want to see what happens

Yes it appearns that turning off the firewall temporarily stops it.

Under NTP >> Options

Select Configure Firewall Rules

Look for Block IPv6 (Ethernet type..)

Set this to Allow.

You can do this for all the IPv6 rules
