SVSCMD Issue

Is there a known issue with SVSCMD usage (specifically activating)? (any version)
It's been reported to me that when activating a layer via svscmd an specific application crashes.
Looking at the way svscmd works this is the last thing I expected, and I'm really leaning towards the application to be the cause and not svscmd, but how?
The application is NewLeecher (i'm told it is used for UseNet), I know it is not an professional application, but it happens, and can maybe happen with other apps also.

I believe SVSCMD uses the public API for activate and I'm not aware of any bugs in SVScmd itself--if the problem happens with SVSCMD it should happen with SVSADMIN and the API.
If it only happens with SVSCMD do a procmon and send me the file and I'll have a look.
