SWG licenses

I would like to know how is the licenses for SWG working. Is it concurrent? or lets say i have 400 users, will the 401 user can still access the site? please explain

If you exceed the license
If you exceed the license count the SWG does not block access for any users above the seat count. However you are then in violation of your license/contract agreement with Symantec at that time.

Correct the SWG does not change behvaior based on seat count vs actual clients.
Attempting to enforce this
Attempting to enforce this would put your users at risk and that is not something we are willing to do over a few extra users than what you paid for.
