I have not runned any tool, from last few days this error come on my some of systems
What is the Version of SEP 12.1 are you running?
Could you please let us know the Tool you are using?
What OS are you running this tool on?
Could you try restarting the machine and then running the Tool with Run As "Administrator"?

no other tool are running
We are using all window base OS but not use any tool
I am not sure.. however it seems to be similar to SYM12-017 Decomposer Update Tool
Please Follow the steps provided in the Article:

Could you check the Application Logs under Event Viewer, which provides more information?
Could you please upload us the Application Logs??
Could you try Restarting the machine and check if the issue gets resolved??
what is this sym12_017_LU tool ? I have not seen this before. did support gave you this tool?
Try to reinstall tool.

Is it possible that i can exclude the cab file scanning?
Excluding the .cab file extension does not fully mitigate the issue. Use one of the options described above to mitigate this issue.
