Steps suggested by Ashish are not applicable in SEP 11.x version.
As per the logs it seems that you are using SEP RU6 version.
I couldn't find any error in the attached logs.
Could you please attach scm-server-0.log and catalina.out from the same location?
Symantec Embedded database service is up and running?
Go through following details:
1) Test ODBC connectivity
2) Make sure C drive has sufficient disk space
3) Check sem5.db size & make sure it has not grown significantly.
4) Repair SEPM through add/remove programs
