Dears, we have a license for PGP WDE universal server for 100 users, we have purchased another 100 users, Symantec sent us another subscription key, how can we add the second key to the PGP universal server?

PGP uses an ethical licensing model and does no activation against the PGPUN. You can either contact customer services to get a new license to reflect 200 and revoke the older license, or you can simply continue as normal 

so if I overcome the license number, what will happen

Nothing will happen.  It will just say you are over the license count.
