Symantec Antivirus 10.1.7.7000 won't install on XenServer VM running Windows 2003 R2 SP2

When trying to install Symantec Antivirus remotely from the Parent Server the install almost finishes but then rolls back the install and deletes the Symantec services it just created. Here are some of the events showing up in the Event Logs.

Event Source: ccSetMgr
Event Category: None
Event ID: 34, 35, 36, 37
Date: xxxxxxx

Time: XXXXXX
User: N/A
Computer: ALPHA

Description:
The description for Event ID ( 34 ) in Source ( ccSetMgr ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: Symatec Settings Manager

First of all, this is the

First of all, this is the wrong forum, this is for Symantec Antivirus for Network Attached storage.

Second of all, Symantec Antivirus 10 is over 4 years old. You should really be using a modern version.
