    You have a software restriction policy in place? What version is this?

    1. Open Run window (Start > Run ) and type rsop.msc

    2. The "Resultant Set of Policy" console will open.

    3. Expand Computer Configuration > Windows Settings and click on System Services.

    4. Check Startup, Permission and Source GPO for all Symantec services

    The Startup and permission should be "Not Defined" and Source GPO should be Blank

    5. Check Startup, Permission and Source GPO for COM+ Event System and COM+ System Application. The Startup and Permission should be "Not Defined", Source GPO should be Blank for these services as well.

    Note : The SMC service is dependant on COM+ and System event notification services, these services should not have any permission issues.  Withdraw any group policy from these services and make it Not defined.  In addition, withdraw Default Domain Policy from these services.

    Once the Group policy is withdrawn from these services, restart the client machine and the issue should be resolved.

    I fixed my issue by creating an ALLOW rule in the GPO for the Symantec Application Path.
