Try the following steps, and see if that helps,
Open a Command Prompt (Start->Run..->cmd)
Change directories to the folder containing dbsrv9.exe. Type: CD D:\Program Files\Symantec\Symantec Endpoint Protection Manager\ASA\win32\
Force the recreation of sem5.log. Type: dbsrv9 -f "D:\Program Files\Symantec\Symantec Endpoint Protection Manager\db\sem5.db
Start the Symantec Embedded Database Service. (Start->Run..->services.msc) It should start without issue now.
Start the Symantec Endpoint Protection Manager service. If it stays started go ahead and log into the SEPM and everything should now be working properly.
