    What language is your OS and software?

    1) Launch the Control Panel
    2) Choose "Regional and Language Options"
    3) Click the Advanced tab
    4) Under "Code page conversion tables", check "20127 (US-ASCII)" ON
    5) Click Ok

    Are you using English version.It is also observed that In regional and language setting in control panel if you select any language other that English this error is possible.
