Do you have Symantec Encryption Desktop?
If so, you can create a PGPZip and choose the option for "Self decrypting archive"
With that option chosen, you can encypt the data to a passphrase. It will save as an EXE file.
Anyone can run the EXE file, and they will not need any additional software.
If you are trying to decrypt data that someone sent from Symantec Encryption Desktop, you can either have them create a self decrypting archive, as described above; Or you may download a trial of SED to decrypt a PGP zip. PGP zip functionality does not require a license.
