Hello,
What version of SEP are you running? Is that SEPM 12.1 OR SEPM 11.x?
What OS are you running the SEPM on?
Is there enough disk space on the machine? How much RAM does the machine carrying?
Did you try starting the Symantec Endpoint Protection Manager service?
Upload the scm-server-0.log and catalina.out from tomcat\logs folder, to check the root cause of the issue.
