we deployed SEP 11 at the beginning of this year, purchased through a Symantec distributor.. Now another vendor (a silver syamntec)comes to offer us a renewal quote for use of SEP 11 for next year. (in fact it is the SYMANTEC PROTECTION SUITE ENTERPRISE EDITION 4.0 that has been qouted)

How does the renewal and licences work as regards, the SEP 11? I want some info before dealing with the vendor

You cannot buy the product from another vendor until and unless you let Symantec Sales Representative that you want to swith to another vendor . 

You can renew to SYMANTEC PROTECTION SUITE ENTERPRISE EDITION 4.0 if you have purchased the same product at the begining. I mean that the SKU should be same.

So are we required to annually pay for annual license use for SEP 11?

Yes. You have to pay for your annual licences for SEP. Few Weeks before the licences are running out you should speak with a Sales Representative of Symantec or a good Partner to understand your options completely. As a Symantec customer already you should get a good price for renewal or change product like Symantec Protection Suite Enterprise Edition f.e.
