Symantec File share sometimes doesn't encrypt all files

I have a problem when Symantec File share. Sometimes it doesn't encrypt all files in the folder. Users have been moving files to the encrypted folder on windows shared drive. But then I found out that some files were never encrypted.

The way I set up is domain admin  is "admin",  service account is "group admin",  GROUP - has a "user" rights.  GROUP created on symantec server where I added multiple users to it.

    So I have 3 questions:

    1. Why is it happening? Isn't is suppose to encrypt files automatically?

    2. When I do re-encryption since I have a lot of files and folder after 5 hours is stops with error message that file cannot be encrypted (some .tmp file). And whole process shuts leaving me with all other files that left in a queue not encrypted. How do I make it skip fole when there is a failure in one of the files and move on to the next one?   Other wise  I have to do re-encryption again and after 6 hours it stops again.

    3. How do I scan the folder for not encrypted file and initioate encryption of only those files? Aslo I want those files to inherit all Symantec access rights from the original Encrypted Share folder.

    Thanks,
