for symantec license

Hello
I have purchased Symantec cloud SMB 2013 for 4 license from official site.I read an email from symantec the "order number","sku number" and billing details.They say said will sent me after 3-5 bussines day the certificate and the license,but they dont yet.What can i do?I can't create a customer or support case because i live in Albania(small country in Europe) and Symantec does not offer case for this country

why i cant see the Download button in order page.When i put email addres and the order number,i can see all information about my purchased,but cant see the download button?
