This issue has been solved. See solution.

When I go to https://licensing.symantec.com, I get a white screen.

Anybody else has this problem?

I am able to open Licence Portel

Check open another IE.

Working fine here. What browser are you using? Try IE. Clear your cookies and temp internet files and try again.
