Symantec Not Starting 0x80070005

This issue has been solved. See solution.
I have a Windows 7 user who has been having problems updating. After running A LiveUpdate this failed and upon reboot the user received the following message:
It appears that the Symantec Management Client service is not running.
You will not be able to manage network protection settings through
the main user interface until it is running.
Do you want to start the service now?
Upon clicking Yes another error appears:
Failed to start the Symantec Management Client service. Error code
returned: 0x80070005

Is there any GPO assigned to the Symantec service?If yes remove that
How to show current GPO's applied to services:
Start -> Run -> "rsop.msc"
On the left hand side, follow the tree: Computer Configuration -> Windows Settings -> Security Settings -> System Services
On the right hand side, find "Symantec Endpoint Protection" The "Startup" and "Permission" columns need to be blank. If they are not, the GPO applying this policy will be listed under the column "Source GPO"
On the Domain Controller side, where this GPO is configured, it might list "Symantec Antivirus" instead of "Symantec Endpoint Protection." Either one will apply to SEP because both services have the same real name as each other, only the display name is different.

Only symantec endpoint 11.0.5000 and above is compatible with windows 7
lf you are runnign any other version , please uninstall it
go to https://fileconnect.symante.com
put ur serial number
download 11.0.6
install it on windows 7
