Symantec System Center Console - problem with Topology Service

This issue has been solved. See solution.
Hello,
i have the following problem:
i installed the Symantec System Center Console 10.1.8.8000 on my new client and if i want to start them i get the error
message: "An error occured while trying to connect to the Topology Service".
I have found some ways to solve the problem, deinstall and install or stop and start services - disable windows firewall - but
nothing solve the problem.
I have an Windows XP SP3 german and want to install the System Center Console in english. Is that the problem?
Has anybody an idea what i can do?
regards
Kai Schumacher

Yes, I used this document.
Yes, I used this document.
Only the step "To disable the "Disable the run once list" policy in the Group Policy Object Editor" i have to wait. We have here an Domain and i am not a domain administrator so i have no privileges to change the settings. I called an domain administrator and now i am waiting. But all the other steps - nothing. First i thought somebody changed the NTFS permissions - No that was not the problem. I have all rights on the folders and the files in it.
I have no more idea how i can use the System Center.

I can not find problems with other software or something like this - no entries in the eventlog.
The last time i deinstalled SSC manually because an normal deinstallation failed and reboot the workstation and installed the SSC but it is also the same.
@Prachand
I know the document and i do all the steps but it is also the same.

Sorry, but the Symantec Software is **** i have no words to describe. Since we use Symantec AntiVirus we have only

We use all the same version 101.8.8000 but i found something:
On other clients a can find an service called "Symantec System Center Discovery Service". I installed the SSC on my client and have no service called "SSC Discovery Service"? I think this is the problem. The installation does not install the service.
Can i install the service manually?
To the topic "Install an older Version"
I have the information that you need an SSC Version equal or higher as the server and clients. If i install an older version i have trouble with the System Center Console because i can not change the configuration or i can not see all options.

Manuall installation of service is possible..
Reinstallation of SSC should fix the problem...
Try to install using domain admin account... It may install the service also...

OK, i tested an repair
OK,
i tested an repair installation, an modify installation and a new installation:
I have always the same problem, i have only the following services:
I have no SSC topology service. I will ask an colleague if he can test the installation on my workstation with domain admin rights because i have only local admin rights. But i think that the result will be the same.
I will give you feedback, i think, on friday i have new information because the domain admins are all in the USA.

The problem is with policy
I think the problem is with your group policy.
thats the only one we have not checked so far.
try this on the machine and see if you have any restrictions
You also go start run & type rsop.msc- it will open a new window.
--> Under computer configrations go to windows setting-- then security setting & click on the system services.. On the right hand side find symantec serivices & check if there is any thing under stratup.

Policy checked
OK, i have checked the policy. I can see a lot services but no restrictions. There is nothing configured.
I have tested the installation on another client and it works on the other machine without problems *aarrrgggghhhhhh*
I have administrative privileges on the local machine. The problem is only that i can not change the workstations and i have not the time to reinstall windows and all applications.
Nothing works, so i have to work without the SSC. *shit*

//Update:
I have installed the SSC on one of our Servers and now i can use the SSC if i use an remote desktop connection to the server. So i can see and configure all what i need. I have no more idea why i can not install the software.
Somebody says me that i need always administrative privileges if i want to use the SSC??? OK, if i install them i use my admin-account and i have an account on my SSC created with admin rights. Normally i logon with an normal user account on my workstation and if i need more privileges or i want to start an mmc or something like this than i use "run as" and start the application with admin rights.
Is it really correct that i need always admin rights for the SSC? I thought really i can start the SSC with "run as" and use my Symantec Account to Unlock the Server Group????
Please say somebody that i do not need always work with admin rights on my workstation....
Installation as Domain Admin
Installation as Domain Admin report:
An install as an Domain Admin user also fails. The Console is installed but i can not find the service. I have no more idea.
I think i have to use the Console on one of the Servers or i have to reinstall my client. The only problem is, i have not the time
to install Windows XP and all the Software....
It is really strange... on my client is no other security software installed - no Spyware scanner, no Firewall or something like this...
