Hi
You need to check if you manager is updated so that it can send the defts to clients
open sepm
click on admin
click on servers
on top click on local site
not at the bottom click on showliveudpate downloads
check the dates of 32 / 64 defs
do u find the latest one ?

Check if your SEPM is
Check if your SEPM is downloading the updates. What is the definition version SEPM currently has ?
VMWARE-- SEP 12.1 vs McAfee vs Trend Micro
Is this a managed installation?
If this is a managed solution, check your LiveUpdate policy:
Which method are you configured to obtain updates?
1. LiveUpdate from Symantec Servers?
a. Verify that you can ping to http://liveupdate.symantecliveupdate.com
b. If not, you may have proxy or DNS issues
2. SEPM Server
a. Verify that your SEPM has the correct definitions. This can be found on the Home screen on the top right hand corner and will show the Latest Definitions Available from Symantec as well as the Latest Manager Definitions. These versions should match. If they don't you will need to troubleshoot the LiveUpdate function for your server
3. GUP
a. If this is the method, validate that the GUP is obtaining definitions properly
Please check the above and respond back with your findings. We will be better able to assist you with this information.

SEPM Definitions
For the clients to get the latest definitions the SEPM should have them, if the clients are configured to take the definitions from the SEPM. You mentioned that you manually updated the server using the jdb file and the clients did take them. This goes on to say that probably the issue is with the SEPM communication with the Symantec Live update server or the Internet which is used as a media to get the definitions. Please check the communication settings configured for SEPM. In case a proxy is in place try bypassing it and check if that helps because we need to ensure that the SEPM gets the latest definitions first. On the server which has SEPM installed you can go to start >> run >> luall, this will trigger the liveupdate and let us know in case you get any error message.
In case you are using an older version of endpoint I would suggest you update to the latest build i.e. RU 5
