Check your Group Policy

 Disable changing home page settings

User Configuration\Administrative Templates\Windows Components\Internet Explorer

Description

Prevents users from changing the home page of the browser. The home page is the first page that appears when users start the browser.

If you enable this policy, the settings in the Home Page area on the General tab in the Internet Options dialog box appear dimmed.

Check this key

You can go to this key HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel\HomePage and Change the value to 0
Now Home page option will be unlocked and you can modify.

Looks like you have already

Looks like you have already done the correct steps.
Can you verify that your clients are getting the updated policy?
