it would require to check the Vault configurations..

show me the screenshot of "Choose backups" from Vault Profile.

nbemmcmd -listmedia <mediaid>

Under choose backups i have "include all" set for all attributes.  Duplications, is skipped, catalogue backup is skipped, and under eject i have "offsite_full_monthly" set as the pool to eject tapes from.

Well I'll be.  My setting was for 14 days.  Changed to 21 and boom.  Tape is now vaulted.  Thank you so much!
