You can get the latest Cleanwipe tool and its details from the support after you create a case.

Manual Uninstall of SEP

As far as connectivity issue is concerned the support team is the right place where you can get the information when you call them. If you wish you can also opt for Manual removal of SEP which should not afect the NIC Driver.

 Latest  version of Cleanwipe 5.0

 Latest  version of Cleanwipe is 5.0 try running that but run it locally.

try to run it as a local admin, normally it restart the PC twice for the complete removal. So wait till you see a popup which says that it is complete

The tool is only available through support. Please open a case with Symantec and make sure the case abstract states "Provide  Cleanwipe tool".

Will SEP ever not have a need

Will SEP ever not have a need for a uninstall utility?  It is the only software I know of that doesn't uninstall normally through add/remove programs %100 percent of the time.  Sorry to say but after 7 years of networking I think the only good thing about symantec is the support (besides uninstall problems it misses viruses caught by other apps like AVG).
