Throttle bandwidth for duplication

I have an SLP that duplicates backups between media servers. Today we noticed the duplication job was killing our network. Would throttling bandwidth in the host properties of the master resolve this problem? If not, is there a way to do it?
Would be much easier if there were a way to schedule the duplication jobs...
