I tried using the "Copy to Phone" feature to make the Touchdown Contacts available to the built-in Android phone book database. The the "Copy to Phone" seems to run properly (i.e., it appears to process all the enttiers in The Touchdown Contacts database).

The resulting “TouchDown-Exchange” contact database, however, that is created from running  "Copy to Phone" appears to be empty when viewed from the native phone book (Contacts).

    Any thoughts?

This may be something you want to write to support about, since typically this would be the case only if an admin has explicitly suppressed it.

Not sure which Android operating system you are using but I have a Galaxy S5 running Kit Kat. Go to the phones Contacts, to Settings and then Contacts to Display.  Make sure All Contacts or Touchdown-Exchange contacts are chosen.  Or you can customize the list of contacts you want to visible.  If you have Gmail and you just have Gmail contacts chosen in this menu then you won't see your TouchDown contacts.  Hope this helps.

Thanks, but Contacts to Display is set to ALL, which should include the Touchdown contacts, but it does not.
