Is this an issue? When I designated it to be a GUP, it seemed to be ok in the console, but when I looked at the properties, it reads "false" for "Group Update Provider" Do I need to do anything else? Restart services, is it ok to have a VM server serve as a GUP>?

Check the System log on the GUP, should show an entry like "Start serving as group update provider"

Perhaps it just hasn't registered in the SEPM yet. Go to the GUP and force it check in

Yep usually how it goes...the reflection in the SEPM is not quite real-time.
