Unable to Assign to Queue in Workflow

I am using SD 7.5 SP1 and can not for the life of me get a custom workflow to be assigned to a specific queue. I have posted in the SD forum as well so instead of re-writing it all, here's the link:

Can anyone see what I might be doing wrong or offer some suggestions on getting this to work?
