We've have PGP Desktop 10.2 without server. We normally install clients manually with generic password. We tried to activate the license from command prompt but encountering issues. We're able to run other commands such as WDE.

This is the command that I used:

pgpwde --license-authorize --license-name "My Name" --license-number "My License Number" --license-email "My E-mail" --license-organization "My Company Name"

It shows an error message with error code: 11973 and 11975.

Do I need to get Command Line Tools software to do that? Any further help would be greatly appreciated. Thank you!
